British Columbia Releases Final Report on TASER Technology

Report Focuses on Review of Scientific Literature, Field Reports and Data From Police Work
SCOTTSDALE, Ariz., June 15 /PRNewswire-FirstCall/ -- TASER International, Inc. (Nasdaq: TASR - News), a market leader in advanced non-lethal weapons announced today that the British Columbia Office of the Police Complaints Commissioner has released its Final Report of the TASER(TM) Technology Review.
Based upon a request from the Canadian Association of Chiefs of Police (CACP), a comprehensive review of the scientific research, field reports, and data on the use of TASER devices in police work in Canada and around the world was initiated. While the review encompassed wide ranging issues, some key findings included:
* The medical advisors to this report emphasize that excited delirium
can be a fatal medical condition, with or without police interaction
and note that the use of TASER devices may end a physical struggle
more quickly and reduce the overall risk of a fatality from excited
delirium.
* Placement of TASER technology as an "intermediate weapon," similar to
pepper spray and the baton and that it should only be used at the
active resistor level and above. However, extraordinary or
situational factors may also allow it to be used on passive resistors.
* Recognizes that the TASER brand devices have more built-in
accountability that any other weapon system available and that
oversight is necessary to monitor it use.
* Prolonged physical struggle heightens the risk of injury to both the
officer and the suspect and that use of TASER technology as soon as it
becomes clear that physical control will be necessary, may be the
optimum outcome.
* Law enforcement should, where possible, minimize multiple TASER device
applications and use TASER devices in conjunction with other force
options to expeditiously restrain the subject and minimize the overall
duration of physical exertion. However, there will be situations
where multiple applications are necessary to control violent subjects.

While this report creates a new terminology for use in Canada of 'lower lethality' throughout its text, we use the term 'non-lethal' as defined by the United States Department of Defense (DoD) to describe our TASER brand technology. For many years, the DoD policy has defined non-lethal weapons as:
'Weapons that are explicitly designed and primarily employed so as to
incapacitate personnel or material, while minimizing fatalities,
permanent injury to personnel, and undesired damage to property and the
environment.'
